Centre, State come under fire from AAPSU, NESO Demand for repealing AFSPA grows louder

Staff Reporter

ITANAGAR, Apr 11: Outraged over the Centre's decision to extend Armed Force Special Power Act (AFSPA) in all districts of Arunachal Pradesh bordering Assam and enactment of Arunachal Pradesh Unlawful Activities Prevention Act (APUAPA) by the state government, All Arunachal Pradesh Students Union (AAPSU) and North-East Students Organization (NESO) in a joint press strongly condemned both Centre and the state government.

Addressing the media persons at Press Club this afternoon, AAPSU President Kamta Lapung condemned the BJP government for imposing draconian law terming it as murder of democracy.  Lapung also castigated Union Minister of State for Home Affairs Kiren Rijiju for alleged insensitiveness of the dreaded law. "If anybody was victimized under AFSPA, Kiren will be held responsible" AAPSU President said. He also questioned the stand of Bharatiya Janata Party (BJP) State Unit on AFSPA.

AAPSU President further appealed   State BJP to come out with spirit to support the people of Arunachal in demanding repealing of AFSPA from Arunachal Pradesh. "State BJP should come out with spirit and should join in protest against the draconian law" Lapung added.  Coming down heavily on Tuki led government for enacting APUAPA, AAPSU stated that both laws are similar in nature, as it infringes upon individual liberty.

"Arunachal Pradesh Unlawful Activities Prevention Act is similar to AFSPA" said AAPSU General Secretary Biru Nasi.  Nasi further the draconian laws will not only affect the unions and organisations but will also affect on common people.

Ridiculing the state government over enactment of Arunachal Pradesh Unlawful Activities Prevention Act, Nasi said that the act should be rather termed as 'Arunachal Pradesh Anti-Government Activities Prevention Act' stating that Act has given no provision where the falsely charged victim legally act against the authority. Nasi flayed the state government for allegedly showing double standard over AFPSA as it had also enacted similar law (APUAPA) in the state. "If you oppose AFSPA, why did you enact APUAPA in Arunachal" AAPSU GS said while questioning the state government.

He further stated that AAPSU will continue with its agitation demanding repealing of both the draconian laws. The union is organizing a protest rally on 15th April next, demanding repealing of laws from the state. Condemning the BJP led Government particularly MoS Kiren Rijiju for bringing up AFSPA in Arunachal, NESO Coordinator Pritam Bhai Sonam stated that the MoS has betrayed the people of Arunachal by rewarding such dreaded law. "Whom we trusted the most, has cursed us with AFSPA" Sonam added.  "AFSPA has been unnecessarily imposed in Arunachal to harass the common people" NESO Coordinator said.  Questioning the logic behind draconian law extension he said, "Can MoS Kiren name any banned organisation in Arunachal to justify the bringing up of AFSPA? Citing example over misuse of AFSPA, Sonam informed that one local man was shot dead in 2007 by the armed force near Gumto in Papum Pare district.  However, the police justified the killing that saying the victim was mistakenly shot, Sonam claimed.

AAPSU and NESO also lodged protest over Kiren Rijiju's statement wherein he said the centre is ready to withdraw if the state government effectively deals with insurgent. How come the state government deals effectively with insurgent without support from the centre" questioned the organisations.  "Instead of rescuing people in financial crisis, MoS Kiren is passing responsibility to the state government" it added.

AAPSU and NESO furthered condemned the Chinese government for repeatedly claiming over Arunachal Pradesh.   Chinese government is baselessly claiming Arunachal as its territory, AAPSU stated while strongly reacting the Chinese government. "We look similar doesn't mean that we are Chinese, we were never been part of China and Tibet, we are Indians" AAPSU reiterated.

Meanwhile, opposing the extension of the draconian law to as many as 12 districts, All Tagin Students' Union (ATSU) has appealed to the Union Minister of State for Home Affairs to take up the matter with the Centre for its immediate repeal.

AFSPA due to state Govt’s failure to curb militancy: BJP

PPA voice opposition, to hold rally

ITANAGAR, Apr 11: There is differing voices on imposition from the Armed Forces Special Powers Act in the state with  People's Party of Arunachal (PPA) resolving to stage a rally against imposition of the Act on 15th April, 2015 at Itanagar starting from Banderdewa to Chimpu. While the Arunachal Pradesh unit of BJP today said that the decision to impose AFSPA in 12 districts of the state was taken due to failure of the state government to curb militant activity which is on the rise in recent times.

PPA termed the imposition of the Act by the Ministry of Home Affairs in all districts of Arunachal bordering Assam as "dictatorial, against democracy and the very ethos of the quasi federal character of the Indian Constitution".

The People of the State along with all the right based Organizations condemn this Act and, the People's Party of Arunachal vows to leave no stone unturned in its fight against this wrongful imposition of the Act, said Chairman CWC PPA Kamen Ringu, in a Party meeting held on Imposition of AFSPA in Arunachal Pradesh. This is a deliberate insult to the most peace loving State, who are so patriotic in their thought and approach inspite of being culturally and ethnically so akin and close to the Tibetans and Chinese living across the MacMohan Line, added Ringu.

Secretary General, PPA Kaling Jerang, said that "while the Modi Govt, at the centre was being initially applauded for his agenda of ushering in an era of democratic decentralization through NITI Ayog with special care towards the development of North Eastern States, this unilateral imposition of an unlawful Act in the State proves the double standard political ideology of central Govt, towards NE States.

"It was not a unilateral decision of the Centre. Regular intelligence feedbacks have painted a dismal scenario of the prevailing law and order situation in the state," BJP state unit president Tai Tagak said here.  "Even Chief Minister Nabam Tuki recently pleaded with the union home ministry to deploy 2,000 additional para-military personnel to tackle insurgency in the state," he said.

Tagak said earlier AFSPA was imposed on an area of 20 km of each district bordering Assam.

However, after the December carnage by NDFB(S) in Assam, the Centre has launched Operation All-Out in Assam.

This has led to the militants sneaking into Arunachal Pradesh beyond the AFSPA area where operation by the security forces cannot be launched.

"In the recent review meeting of Unified Command structure in Guwahati the representatives from Arunachal Pradesh highlighted the grim situation in the state. There is no pro-active government in the state to control the law and order situation," he said.

On people's apprehension about extension of AFSPA to entire state, Tagak said it was not clamped on the entire state but to 12 districts which would be lifted when situation normalises.

"AFSPA is an evil necessity. Its imposition in 12 districts has exposed the state government's failure to curb insurgency. We do not want such a draconian law in our peaceful state but situation has compelled the Centre to take such a decision," he added.

"It is high time state government must rise to the situation," Leader of Opposition Tamiyo Taga said. "The state government is sleeping and extension of AFSPA is a result of bad governance in the state," he added. PTI

BJP demands probe in ‘financial mismanagement’ in Arunachal

ITANAGAR, Apr 11: BJP today demanded for formation of a high-power committee to investigate the alleged financial mismanagement by the Nabam Tuki-led Congress government in Arunachal Pradesh.

"Time and again we have been demanding the state government to bring out a white paper on the state's financial health and the recent revelation made by one of the senior Congress MLA about the financial mismanagement by the state government speaks volume on rampant corruption in the state," party's state unit chief Tai Tagak said. Former Finance Minister and senior Congress MLA Kalikho Pul, who was expelled from the party on charges of anti-party activities, recently in a press conference alleged financial embezzlement by the state government to the tune of Rs 299.32 crore of central fund against relief and rehabilitation schemes in the past four years.

"Corruption has become a cancerous disease in the state with no developmental activities for which the law and order situation has been deteriorating day by day," Tagak alleged and added that a large chunk of development fund had been siphoned off by the Congress government.

Referring to the sudden dissolution of the state assembly on February last year and recommending for simultaneous Lok Sabha and Assembly polls in the state, the BJP president said that the midnight exercise was done before six months of the expiry of the Assembly to hide the financial mismanagement.

"We are demanding for accountability in the financial management of the state and the government cannot run away from its responsibilities. The government has to come clear on the fund misappropriated before the people," Tagak added. PTI

ABK urges author to give public apology and recall the book

ITANAGAR, Apr 11: The Adi Baane Kebang (ABK) has expressed displeasure over various errors containing in the book "Administrative Development in Arunachal Pradesh, since 1873 (The Inner Line Regulation Act)" authored by Basanta Kumar Singh,  Head of Department, Political Science (Post-Graduate Section), Haflong Government College.

The ABK said that the said book which was circulated through the recently held Book Fair at IG Park contained various errors regarding the Adi community.

Under Chapter 1-A profile of the Tribes of Arunachal Pradesh, at page 17/18 and 49, the author have given a brief profile of the Adi tribe wherein the author have stated "There are three main groups in Adi society Gallong, Padam and Minyong". Whereas the Gallong (wrongly spelled) does not come under the ambit of Adi Society and they are constitutionally recognised as a separate tribe.

Further, the author has stated that the Padams and Minyongs are also sub-divided into sub-tribes, which is absolutely false information. The spelling of the bachelor`s dormitories is also misspelled as Mosup which is pronounced and spelled as Musup.

At page 14 of the book, the photograph of "Taapu" war dance of Adi's is also wrongly presented in the Sulung tribe article. This is also a wrong presentation.

At page 34, while describing the important festivals celebrated by the different tribes, the author has mentioned Mopin festival of Galo tribes as festival of Adi's in Sl. No 12.

It is worth mentioning that, the Adi Baane Kebang [ABK], based on gazette notification had decided not to mention the name of different sub-tribes after the word Adi. The entire people shall be known and written only as "Adi". Accordingly, the Govt of Arunachal Pradesh had instructed all concerned for issuance of ST or other certificates by mentioning only the word "Adi". But in the said book the author has repeatedly made attempt to distinguish/divide the Adi`s which is viewed seriously.

The error depiction/description in the book has totally given a different image of the Adis which is an insult to the Adi community. Further the information provided in the book is not based on recent developments, the author has failed to update himself in this regard.

Taking the matter as very serious, the Adi Baane Kebang urged the author to give written apology through print media within a period of 30 days. The ABK also urged the author to immediately recall the book titled "Administrative Development in Arunachal Pradesh, since 1873 [ The Inner Line Regulation Act ]" and suggested to re-print the book after necessary corrections.

Honour views of State Govt before imposing AFSPA: ACR

ITANAGAR, Apr 11: While welcoming the gesture of Union Minister of Home Affairs Kiren Rijiju for responding to the grievances of the state Govt and some organizations, Arunachal Citizens Rights (ACR) today called upon the Union Home Ministry to respect the federal character of our Constitution and consult and honour the views of the State Government before imposing such a draconian and controversial legislation like Armed Forces Special Powers' Act (AFSPA). The ACR urged both  the Union Home Ministry and Government of India to be fair and transparent in laying down any intelligence report or related information before the people of  the state behind the imposition of this draconian law in districts like East and West Kameng, Lower Subansiri and Papum Pare, West and East Siang, and Lohit and Lower Dibang Valley.

The statement of the Union Minister has unfortunately failed to answer the questions raised by the State Govt and the organizations and satisfy the apprehensions raised by the people of Arunachal Pradesh, the ACR said.

Rijiju in his statement had said that "Declaration of the districts bordering Assam, in Arunachal Pradesh, as disturbed has been made with the sole purpose of enabling the Forces to chase and arrest these terrorists and insurgents irrespective of the distance they cover in Arunachal Pradesh for a limited period till these violent Assam based groups are neutralised. Reading anything about this measure beyond this is improper and unfortunate."

However, ACR, while pointing out the failure of the Armed forces, said that AFSPA was first imposed in three districts of Tirap, Changlang and Longding in 1991 to deal with the insurgents. But the situation implies utter failure on the part of the armed forces even when they are armed with such a draconian law for last 25 years. The AFSPA has also not been revoked in these districts, ACR said.

How can then the Minister justify the extension of the AFSPA to 12 districts of Arunachal Pradesh when imposing AFSPA thereafter within 20 kms of the area bordering Assam did not yield any result in all these years?, ACR questioned. The Minister himself admitted that "Security Forces have been finding it increasingly difficult to act against them, even if they know their whereabouts."

The ACR claimed that on the contrary to his statement, the Union minister has blamed the Arunachal Pradesh Govt of being not effective in dealing with the terrorists when it is the army which has failed the people of Arunachal Pradesh for the last 25 years.

"The Minister, who is also the Member of Parliament from Arunachal Pradesh (West), has also failed to respond to the apprehensions of human rights violations of the armed forced in the aftermath of imposing AFSPA in other North Eastern States as documented by the Jeevan Reddy Commission and various other studies including that of the Institute of Defence Studies and Analysis (IDSA), a Government of India Body," the ACR added.
